Standard Operating Procedure for Approval / Disapproval of Building Plan

    Procedure For Commercialization Of Residential Plots

    As per Government Commercialization Policy notified vide No. SO (D-II) 5-2/81/Vol-II dated 2-7-2001, the procedure is as under: -

  1. Commercialization will only be considered along Roads declared as commercial by RDA as mentioned in--------

  2. Application on a plain paper from the owner regarding commercialization of residential plot along with attested copy of National identity Card.

  3. Proof of ownership of the plot should be enclosed with application.

  4. No Objection Certificate from adjoining neighbours stating that they do not object to the commercialization of the said plot. However, NOC shall not be required on Roads which would be selected / declared for commercialization after inviting objections through press.

  5. The case is processed for commercialization, after verification of the NCOs from the concerned neighbours, if necessary /doubtful.

  6. In case of approval of commercialization, notice of requisite commercialization fee is issued for payment within 7-days.

  7. Commercialization letter will be issued after deposit of commercialization fee.

  8. If Commercialization has already taken place without approval of the competent authority, then the procedure of Completion Plan approval will be followed.

    Procedure For Approval of Proposed Building Plan In RDA Schemes

  1. Application on a plain paper along with a certificate from the designer, registered with the RDA, stating that the plan has been prepared by him / her as per building bye- laws.

  2. Five copies of ammonia prints signed by the owner and an Architect registered with RDA; one of them should be on tracing cloth or cloth pasted.

  3. Attested copy of Identity Card of the plot owner or the holder of power of attorney.

  4. Attested copy of the possession slip.

  5. Attested copies of the necessary ownership documents like Allotment Letter, Sale Agreement, Transfer letter and GPA / SPA etc.

  6. Letter of extension in construction period, if required.

  7. Original receipt of scrutiny fee/ plan approved fee.

  8. An undertaking in favor of Development Authority on stamp paper of value Rs. 500/-.According to which the builder shall pay demage to the satisfaction of Development Authority.

  9. The application along with above stated documents should be submitted at the One Window Counter of RDA and the applicant should get reply on the case within the stipulated period from the counter.

    Procedure For The Approval Of Building Plan In Approved Private Housing Schemes

  1. Application on plain paper along with a certificate from the designer, registered with RDA, stating that the plan has been prepared by him / her as per building byelaws.

  2. Four copies of the ammonia print signed by the owner and a Registered Architect with RDA;one of them should be on the tracing cloth or cloth pasted.

  3. Attested copy of Identity Card of the plot owner.

  4. Attested copy of the Registry and original copies of the Aks Shajra and Fard Jamabandi.

  5. Original receipt of scrutiny fee/plan approval fee.

  6. All above stated documents should be submitted at the Public Counter of RDA and the applicant should get the decision of the authority on the case within the stipulated period from the same Counter.

    Procedure For Getting Completion Certificate

  1. If the construction made at site is as per approved plan, then only an application is required on plain paper along with attested copy of I.D Card

  2. Site is visited by the field staff. In case of no violation, Completion Certificate will be issued after completing requisite formalities.

  3. In case the construction is not according to approved plan then following documents will be required: -

    • Owner / General Attorney can apply on the plain paper along with a certificate from the designer, registered with RDA, stating that the plan has been prepared by him / her as per site position and that the structure is safe for living.

    • Four copies of ammonia prints, of completion plan, signed by the owner / General Attorney and Registered Architect with RDA. One copy should be cloth pasted. Plan prepared on tracing cloth can also be submitted.

    • Attested copy of Identity Card of the plot owner or the holder of power of attorney.

    • In case the application is from the holder of power of attorney, the attested copy of the power of attorney issued by the Sub Registrar is required.

    • Ownership documents like: Sale Agreement, Transfer letter, Possession Slip etc, for RDA Schemes ; and copy of the Registry in case of private approved housing schemes, Aks Shajra and Fard Jamabandi.

  4. In case of any challan related with the building, clearance from the court of Senior Special Judicial Magistrate (SSJM), RDA, is required.

  5. Clearance certificate of the Estate Management Directorate with respect to allotment and dues.

  6. Applicant can provide documentary evidence in the shape of Electricity, Telephone, Sui Gas bill, Sewerage bill, Property Tax and certificate of loan from the HBFC to ascertain that the construction was raised within the stipulated period.

  7. Original bank receipt of the completion plan fee.

  8. In case of compoundable violation, penalty is to be worked out after site visit by the field staff and penalty notice issued to the applicant who is supposed to deposit this amount in Bank within 7 days.

  9. Completion Certificate will be issued after deposit of penalty, clearance from the Court of SSJM, RDA and EM Directorate/Recovery Cell.

 

One Window Procedures

  • The petitioners can file their application on a plain paper duly supported by a copy of National Identity Card and a copy of the proof of ownership / title of the plot on the respective counters of Estate Management (EM), Town Planning (TP). Any details of the job to be accomplished can be obtained from the concerned directorate on the web site. Applications / petitions are entertained / disposed of only from/to the original owners, the persons carrying certified copies of the General Power of Attorney duly registered with the Sub-Registrar and or the persons carrying Special power of Attorney on a stamp paper worth Rs. 500/- duly attested by the Notary Public. The payment challans of all types however, can be received at the window by a person carrying Authority Letter issued by the original owner or its General Power of Attorney (duly registered) after necessary verifications. At present, 4 Counters are operative at the window for receipt of petitions / giving replies / disposal of cases. A complaint clerk of the complaint cell and a complaint box is also available at the window.

     

     

    These counters attend to the following Directorates:

    1. Estate Management.

    2. Town Planning.

    3. Engineering.

     

  • The replies/observations to the petitioners in all cases are delivered from the counter within due date. In complicated cases or where it is not possible to give final reply interim reply is given for information of the petitioner. Replies not received by the General Public within due date are kept for 30-days thereafter the same are dispatched at the available address of the petitioner through post. Original documents i.e. approved plans, sale agreements, transfer letters are dispatched to the Directorate concerned for receipt by the petitioners personally Such documents dispatched through post, if misplaced are liable to be misused.

    Procedure For Enlistment / Renewal of Contractors

    On Submission of an application for enlistment / renewal in the respective categories A,B,C,D & E, the Contractors / Firms will submit details of their. Tools & Plants / Machinery, Financial Position and Experience of Work. The requirement of staff, experience and financial capacity for each category will be as per Govt. policy 24-12-1998. The authority for enlistment / renewal the contractor in various categories along with enlistment / renewal fee as per Govt. is as under:-

    Procedure For Pre-Qualification Of Contractors / Firms

    Introduction

    The Contractors / Firms are Pre-qualified for prestigious/important works. The pre-qualification Notice will be published in newspapers giving details and nature of the work and other special conditions essential for pre-qualification. The contractors/Firm will be evaluated for pre-qualification on the basis of their Experience. Staff / Personal, Special Equipment / Tools and Plants and Financial Position. The scoring will be done on the above parameters as per criteria given in the Notification issued by Government of Punjab P&D Department No.3 (13) P&D R.O (T)/93 dated 05.9.1993 (which may be seen on request to the office of Director Engineering, RDA.

     

    Tender Procedure

    1. The Estimates are Technically Sanctioned after Administrative Approval.

    2. The Tender documents, drawing, specifications, schedule of quantities and conditions of contractor etc. are prepared which can be purchased by paying an amount equal to 0.03% of the Estimated cost of the work put to tenders.

    3. The Notice Inviting Tenders is approved by the Competent Authority.

    4. The Tender Notice is published in the leading Newspapers and placed at Notice Board giving full details of date & time of opening, last date for receipt of tenders, place of opening, name and amount of work, amount of earnest money @ 2% of the estimated cost put to tenders, tender inviting Authority and any special conditions if any etc. etc.

    5. Pre-bid conference with the contractors is arranged and decisions are circulated in the form of Minutes of the Meeting.

    6. Date of postponement if required is published, prior to the last date of receipt of tender in the same manner as that of tender.

    7. Sealed tenders are opened by the Tender Opening Committee in the presence of the Contractors or their representatives.

    8. All the tender accepted or rejected are signed by the Tender Opening Committee. The rates entered in the bids are ensued. Overwriting and cutting are also entered in the Tender Register. Clarification in the bids if any is sought in the presence of contractor. The rates are also entered in the Tender Register and comparative statement is prepared.

    9. The Tenders are evaluated by the concerned Deputy Director and P&D Cell.

    10. The work is awarded to the successful Bidder by the Competent Authority.

     

    Procedure For Selection of Consultants

    1. Approval for appointment of consultant is sought from Chairman (P&D) Board Government of Punjab alongwith approval of Terms of Reference (TOR).

    2. The Selection of consultants is done by Consultant Selection Committee (CSC) for the work involving consultancy fee more than Rs.00 lacs, the Director General , RDA is competent to approve the selection of consultant subject to the condition that selection of consultants is based on the “Guidelines for Selection of Consultants issued by P&D Department, Government of Punjab.

    3. For Supervision of works, the consultants are also selected in the same manner as per Guidelines of P&D Department Government of the Punjab.

    4. After approval of the scope of work. Applications are invited through press from the already pre-qualified firms by the P&D Department Government of Punjab.

    5. The following information are asked for evaluation of consultants for the job.

      1. Date of registration of Firm.

      2. List of professional staff along with CVs.

      3. List of similar works completed by the firm during last five years etc.

      4. List of similar works in hand etc.

    The consultants are required to submit Technical & Financial Proposals separately.
     

    The Consultants Selection Committee (CSC) comprises of the following members.
