To conceive, initiate and design urban
development schemes for the city of Rawalpindi.

To sanction building plans of all uses i.e.
residential, commercial, industrial and all public utility sites in
RDA Schemes and private approved schemes.

To check the violations of the approved plan as
permissible under the rules / by- laws and to compound such
violations.

To take necessary action under the provisions
of Punjab Development of Cities Act 1976 in case violations are not
compoundable.

To check the illegal constructions within RDA
Schemes.

To issue completion certificates.

To process all requests for the conversion of
residential properties into commercial uses within RDA Schemes (for
approval by the Director General, RDA) in the light of
Commercialization Policy, notified by the Government of the Punjab.

To take action under Section 39 of Punjab
Development of Cities Act 1976 by submitting challans in the Court
of Senior Special Judicial Magistrate, RDA regarding illegal change
of use/ construction against the approved plan / scheme plan.

To process the cases regarding issuance of NOC
for private housing, commercial, industrial projects and
installation of Petrol Pumps/CNG Stations in RDA jurisdiction for
approval by Director General, RDA, Rawalpindi.
