Introduction
RDA was established in May 1989 under the Punjab Development Of Cities Act, 1976 as an Autonomous Body Replacing Rawalpindi Improvement Trust (RIT) . RDA started functioning on March 1992. Population of the City is approximately 2 Million

RDA Territory
It is spread over Rawal Town and 64 Revenue Estates of Potohar Town, Excluding Cantonment. the controlled area of RDA is around 311 Sq. Km.

Future Growth
Growth Trend of Rawalpindi City is Towards South West Side, Expected To be Extended Upto Motorway and Sawan River for Comprehensive Development through Construction of Ring Road Network and Roads etc. Compatible with Islamabad Infrastructure Standards.
 

RDA Achievements

Rawalpindi Development Authority has played main role in the development of Rawalpindi City. It has taken in hand a lot of projects for the development; some of which have been completed successfully while some are in the process of execution. The initiatives taken by RDA have major effect in the progress and uplifting of Rawalpindi city. RDA has completed Rawal Road, remodeling of Murree Road and rehabilitated the Rawal Lake Filtration Plant and Liaquat bagh etc,. Now with the completion of mega projects presently under execution such as Lai Expressway & flood Channel, Improvement / Widening of VVIP Route (Airport Road and Road to President Lodge in GOR-I, Elevated Expressway and also the projects in pipeline such as Augmentation of Water Supply from river Indus for the citizens of Rawalpindi, Chirah Dam, Rawalpindi Ring Road and new Rawalpindi Housing scheme, RDA Parking Plaza, etc., the city would certainly have a modern urban design look with better civic amenities and improved environmental & aesthetic conditions.

PUNJAB DEVELOPMENT OF CITIES ACT, 1976 ACT XIX OF 1976 (PREAMBLE)

(Punjab Gazette 16th December, 1976)

An Act to provide for the development of cities in the Punjab.

 

Act is expedient in the public interest to:
 

  • To establish a comprehensive system of planning and development in order to improve the quality of life in the cities of the Punjab.

  • Establish an integrated development approach and a continuing process of planning and development, to ensure optimum utilization of resources.

  • Economical and effective utilization of land

  • Envolve policies and programmes Relating to:

    • improvement of the environment of housing,

  • Industrial development, Traffic, Transportation, Health, Education, Water supply,
    Sewerage, Drainage, Solid waste disposal.
    Matters connected therewith and incidental thereto.

Functions

The Authority may exercise such powers and take measures as may be necessary.

  • Plan, Guide, Control and Implementation Short and Long Term Development Projects including Traffic study, Planning, Design and Preservation of Traffic & Transportation, Corridors, Roads, Bridges, Industry, Education, Health Planning execution. Etc.

  • Building, Land Use Control and urban development plans.

  • Launch Housing schemes and other Projects, particularly of the nature of Joint Venture and on BOt basis.

  • Approval and Control over Private Housing  Schemes and all sort of others development.

  • Preservation and Improvement of Environment.

  • Land Development and Estate Management.

  • Evolve policies and Plans including their  implementation.

  • Provisions and Maintenance of Water Supply, Sewerage and Drainage Services and Solid Waste Management.

  • Improvement, Beautification, Operation and Maintenance of  Parks,  Playgrounds, Major Roads, Advertisement Hoardings etc.

  • Take any steps or adopt any measures for the face lifting and beautification of the area.
    Acquire property, both movable and immovable.

  • Sell, Lease, Exchange or otherwise Dispose of any property vested in it.

  • Undertake any works and incur any expenditure.

  • Procure machinery, instruments or any other material required by it.

  • Enter into contracts.

  • Cause studies, surveys experiments, technical researches or contribute towards the cost of any such studies, surveys.

  • Issue interim development order

  • Seek and obtain advice and assistance for the preparation of any scheme Establish an Agency / Agencies and entrust to it such powers and functions as it may deem fit with the approval of the Government.
     

Vision

RDA strives to be a people-friendly principal planning and development organization in the Rawalpindi metropolis, it aims at providing, enabling provision and continuously improving metropolis-vide development works, facilities, and services of acceptable standards. RDA attempt to turn Rawalpindi into a “livable city” with combined support of people, private sector, other local institution and the Government so that its residents enjoys convenient, healthful, and satisfied living. It further seeks to enable Rawalpindi to meet the challenges of future in an effective and efficient manner while catering for the demand increasing population.

 

Mission Statement

  • To establish an integrated environmental and regional development approach and counting process of planning and development, to ensure optimum utilization of resources, economical and effective utilization of land.

  • To establish a comprehensive system of environmental planning and development in order to improve the quality of life in the area of Rawalpindi.

  • To evolve polices and programs relating to the improvement of environment of housing, industrial development, traffic, transportation, health, education, water supply, sewerage, drainage & incidental thereto.
